When it comes time to model, start with the roads, with or without sidewalks, your choice, and build a system of them. Lift spots to make them less flat, but not too much in cities, think of it like this: "San Fierro was overly sloped" and you should be fine. I find it best to model a corner piece of road, a 20x40 long straight piece, a 20x20 short piece, a intersection, and a t-section, all including the sidewalks (use XRK road tutorial) and build it in patch work, copying, attatching, welding, edge connecting, bedning, path deforming, and detaching to bigger pieces, optimizing as you please. Play with some roads, and see what you end up with. From my experience and how many times I have scrapped decent but not quite workable road systems, I would suggest you make no more than 5 or 6 "closed" blocks (lots surrounded by sidewalk, a hole for buildings and land) and then start modeling the places. A huge road system becomes overwhelming at times As long as you make your map "modularly" then you can always easily edit it.
