Those that want it have to steal Big Poppa's or grab the one from the racing circuit. @groveboy: You can use the PIT manuever to run him into a wall or something. I'm not sure if you'll be able to jack him out of it though. It's a lot easier (and earlier in the game) to just keep the one you're given in one of the races.
