DexX
try being more descriptive with your topic titles in the future. yes there are programs to use. what programs, depends on what you want to do. most of the files in the data folder are just text files, and can be edited with notepad. Also try looking in the tutorial forums if you have something specific in mind. moved to editing -> misc.
dertyjerzian
Well, I hope you get some help that will be good for you. Unfortunately, before we can really help you, you'll need to learn about PS2 game modding and console modding. Here, we basically only cover the PC versions of these games and the PS2 is apparently not that difficult to mod, but is certainly even less done by at least the gaming community. I suggest the first thing you do is figure out what you will need to do to load a homebrew or home copied ISO of one of your games on the ps2 as if it is the original. Once you can do that, you should be able to begin editing the games themselves. I don't know much about it, and I'm not sure how many PC GTA tools will work on the PS2 versions, but it's worth trying as many as possible. This of course would all be after you get a burnt DVD to work in your ps2. I have not seen one person on these boards who can help you with that, we're pretty much all GTA heads and PCGTA modders. Googling for how to mod your PS2 at home and lots of other key words found in my post may send you on your way though. Let us know.
