On the Kart issue. I hope in future GTA's the Kart can be modded to be equiped with a little orange bicycle signal flag on a wire. Bicycles too. Just because I think it would be funny to watch it flipping around as you ride.

Or you can go for one of them from the race "Go Go Karting" (marker at San Fierro Pay N Spray) once you unlocked the street races after Jethro's call sometime upon completing "Interdiction". Those karts driven by your opponents are even fireproof.
