Its an opyional thing, opening it is needed for 100%, but modding cars is optional, and only some car be modded there. You can get some pretty sweet rides aswel!

San Fierro down the street from Ammunation have to buy Wang Cars and do the mission zeroing in to open up the shop

ok this is how i got it.

 

first,beat all of the schools(car,bike,,plane,boat)

 

it doesnt matter if you get all bronze,just do all of the schools.

 

then you should a call on your phone about wang cars.

 

i think you have to buy it(i havent done it in about a year)

 

you gat like 5 missions to do. When you beat them the cars parked in wang cars are the only cars you can bring to wheel arch angels. after the missions you unlock it.
