The islands will be unlocked once you unlock it during storyline missions, right now i suggest you to keep on play storyline missions until the other islands are unlocked. Demarest Posted June 1, 2007 Share Posted June 1, 2007 In the opening sequence, Tenpenny frames you for the murder of a police officer. Because your his pet, he doesn't want you going anywhere. So fitting in with the storyline, if you leave when he tells you not to, you are reported for killing that officer. That's my guess.
