niexs
OK, it's my first post, you may suspect of something XD Even using teleports and other things, normally you can only explore the solid area around the Saint Mark's Bistro. With this method, you can explore the whole Portland by swimming. You will need a teleporter and Edison Carter's Water Level Editor. Add these coordinates on your teleporter: [binco] X: 2244.155 Y: -1665.502 Z: 15.47656 [Warehouse] X: 1411.543 Y: 2.3692 Z: 1000.924 [Liberty City] X: -764.32 Y: 464.1 Z: 1366.827 (If the coordinates do not work, change the dots by commas) Set the water level to 1347 and the waves to 0. Load a game. If your save game is indoors (in a interior), teleport to the Warehouse, rotate CJ so the "N" in the radar is at the point where it would be Northwest, and walk ahead. Wait until the hud fades (when it teleports), and then teleport to Liberty City. Go down the street until the 4-way crossing. You will be walking on the water, that is invisible. Now you can explore the whole Portland by swimming. If your save is outdoors (like the garage in Doherty), teleport first to Binco, wait until the hud fades, teleport to the Warehouse, rotate CJ so the "N" in the radar is at the point where it would be Northwest, and walk ahead. Wait until the hud fades (when it teleports), and then teleport to Liberty City. Go down the street until the 4-way crossing. You will be walking on the water, that is invisible. Now you can explore the whole Portland by swimming.

Saget
I had the water level program for a long time and only now I realize I should've thought about doing this earlier ¬¬ Great tip, better than the jetpack. Only thing is, the water is completely transparent, so you don't know where it is =P |DeviantArt|Flickr|YouTube|#amf|
