The best luck I've had in jacking one is by punching in the door of a nearby car so the cops get out to bust me. Run them away from their car a bit, then rush back to hop in. As for the bikes.. I've never been busted trying to steal a bike. If there's two bikes next to each other, maybe.. but by the time the cop I've knocked off the bike starts getting up, I'm already on and driving away. My favorite way to take anything.....cop goes rolling off the back of the bike..gas it and get otta there and pick up a police bribe quick or try and ride it out. The game is called Grand Theft Auto you realize. You don't have to kill a police just take one of their cars when someone else does or when they are busy elsewhere......save it in a garage and then do what you want. Use this time to collect police cars, enter the military base, and other things you'd like to do but can't because of fear of wanted level. I see cop cars every few blocks with the door hanging open and the police chasing someone down the road . Use one of those maybe , just go for a drive around to find them .
