I waited to get those two because they're so close to the Navy Base, you get 5 stars for trespassing there. In SF, near the ship where you get the Hydra. On the east side of the base, there are what appear to be 3 submarine pens, long covered bays that are open towards the east. The launch is in the northermost pen, or middle. Good luck!
