Am I right in thinking

when you have done the Black Project mission going into Area 69 and stealing the jetpack,

 

that a Rhino tank spawns in one of the garages in the Restricted area?

 

I was told this by a friend and completed the BP mission but I had a zoom in with the sniper lens to where I thought the tank would be but it is empty.

I'm not sure if there is a Rhino available during the BP mission. But once I got the jetpack, I approached the east side of Area 69 and used binocs to check for vehicles. Rushed in, over the fence, quickly jacked any vehicles. I know thats where I got a Patriot, anyway.

No there isn't one available during the BP mission. I checked.

Yes, it does spawn there. But sometimes spawns are in relation to CJ's proximity, meaning you have to be closer to the spawn point.

No there isn't one available during the BP mission. I checked.

Check your approach after the Jetpack is taken it is there....or spawns there anyway. Never have I checked before that point. Many spawns are affected by approach some way meaning the direction of approach to some extent but not with every spawn. During the Black Project if you want a Rhino do this. Get your jetpack and go to the Quarry and get into the crane marker. When you go to get out your Jetpack will be gone and your stars will be frozen...Not bad if you have no stars by using the method in the Minimum Kill Challenge Help thread. Here. and then go to Quarry. Ater you get out of the crane you will be unable to enter a vehicle until you do one of a few different things to reenable the ablity to get into cars. One, use any vending machine Or Two, Use the one armed bandits at Caligula's. Then get a vehicle and visit the open garage/hanger building things from the south/east end of area 69 through the fence and into the Hanger area.....You'll find a Rhino or two inside.

 

If you get the Rhino using this method....You could always go and get the DP/EP/FP/BP Mothersip while you are at it from System Error's Bulletproof Car Page. The hard part is mostly done after all.

The method in the link I provided will put you on the page with the Minimum Kill Challenge Help Thread and the Black Project Mission is much easier using it even if you are killing once inside but follow the path verbatim. Once inside the chamber if done according to the writeup your stars will be at zero when you leave and the army guys in the Jetpack Room wont even shoot at you. After you get the Pack off as suggested here and get to a vending machine or one armed bandit then get a car and go back to where suggested. I would be surprised on your return visit if you are shot at at all. Link again is Here.
