The game will prevent you from completing this mission if codes have been used excessively; this number appears to be cheats being used 500 or more times. When this number has been exceeded, Madd Dogg will jump off the roof in a few seconds, making it impossible to save him. Is that true? If you (or anyone else) is interested in actually reaching that 100% completion statistic on PC Vice City, Dem's Ancestral Recall - available here - will read your saved game and display what's left for 100% completion.
