If you got a map with your PS2 Game check that - I think that shows the location of the TAB stores

If not check this site http://www.gtasanandreas.net/sam/ and click on the side what you want to find

EDIT - Found - Punch in the LOCATION button and an icon in the shape of a dice is the betting track.

PS - Theres one in the town directly above Mad Doggs Crib
