Maybe the sherman dam.

 

-I can be valuable to you.(theres heist mission in which you blow part of it up so that makes you money)

-You need to blow a part of me up(you blow up the generators or something like that)

-Using me can be funny(Not sure I suppose ifs funny if you jump of the dam into the water)

-Entering me can lead to a cop chase(when you blow up the generators the cop come after you)

In that mission with Catalina, you blow the safe open

 

-Using me can be funny

Funny watching the horses race, and lose? *shrugs*

 

-Entering me can lead to a cop chase

In the mission you get chased afterwards

 

-I am a part of a mission and 2 of the clues above are related to that mission.

Part of the Catalina mission and clue 2 and 4 are related to it.

 

-There is also one place like me elsewhere in San Andreas.

Other ITBs or Casinos.
