Well my opinion would be vice city because it can be the best map (city) and best game only if you make a big mod out of it. Making vc very realistic with mods and conversions would make vc the best, better than sa becuase i think vc is a good city. If you mod many real things to it like graveyards and more texturd buildings like mcdonalds and stuff. So the best vc modders could work together and make ONE BIG HELL OF A REALISTIC CITY MOD. I don´t know why but it´s my favourite game of all the GTA saga. Also liked it because it was in the '80s which I thought was pretty neat.
