Go into single player. Go into options and choose display options. Turn on frame limiter.

How do I go into single player?

Just play Vice City as per usual (not VC:MP).

 

PS: Use useful topic titles in future.

In that case, this isn't a VC:MP issue, but an issue with VC itself.

Lets see if we can get your VC to work before trying VC-MP...

 

I would uninstall both, delete your gta.set file and reinstall VC only and lets see if it works... but if it doesn't the requested info in the linked to thread can help.
