However: You can play back not only MP3s but also WAVs and OGGs, and, with the necessary codecs, a myriad of other audio formats. Place these files in My Documents\GTA San Andreas User Files\User Tracks, and then fire up SA, and scan them through the Audio Setup -> Scan User Tracks option. WMAs should work automatically, but if not, you'll have to download the required codecs - run a Google search.
