Inside the San Andreas folder (located in Program Files on your hard drive) there should be a "skins" folder somewhere. Simply place the bitmap of the skin in there. If a .txd file came with the skin, you will have to add it to the gta3.img file (which is in the "models" folder) using IMG Tool.

 

To use the skin inside the game, load it up and go to Options > Skins (I've only played Vice City for PC but I'm guessing I'm not too far off).

@DarkPsychic: No skins folder in San Andreas. Everything goes in the IMG archives.

 

Topic starter: You'll need an IMG editor, you can grab the G-IMG over at www.gtagarage.com . If the skins are for the player (CJ) add them files to player.IMG and if they are for pedestriands add them in the gta3.IMG . Piece of cake.

Aye, first though of course, you'll need to be making sure you've added your texture (be it .bmp or .tga image) to the relevant .txd you want to replace. Do this by opening, say elegy1.txd using a tool like TXD Workshop, finding the texture you wish to replace, and replace it with yours, making sure your texture's name is exactly the same as the texture you're replacing. Save this, then just add the .txd to the gta3.img like TNT said.
