Massive amount of freezing/jumping

There is something wrong with Vice City...whenever I try to play, there is a massive amount of lag. Everything freezes for about 0.2 seconds every 3 seconds or so. It definitely has nothing to my PC, as I can run Oblivion on fullscreen with the graphics turned up full and still have it running smoothly.

 

- First the mouse doesnt always work, either clicking or moving camera

 

- Sometimes other buttons dont work and I have to pause and unpause it to make them of use

 

- Then eventually it just freezes completely

 

- Usually when I get into/onto a vehicle
