No Carcer City is a completly different city, mentioned both on GTA 3 radio and used as a setting for Manhunt.

 

I'd say the bank isn’t a part of Liberty just because its not part of the city itself, nor is it another district either. Its only use was for the opening scene.

Here's proof it isn't Carcer City:

 

The bank is called "Liberty City Bank". Why name it Liberty City Bank if it's in Carcer City?

 

Claude was imprisoned in Liberty City. Why wouldn't he be imprisoned in Carcer City?

 

Carcer city still exists, it's just not behind the SSV mountains. Supposedly it's based on Detroit.

I think the answer to your question is, they where planning to do more with it but never got the time to do it or the story line changed and they no longer needed the extra parts. Instead of removing the parts and taking the risk of getting bugs, they just left the parts there. Same goes for Portland in San Andreas, it has most of the island in there but it never got finished. So one can assume that Rockstar might have been planning more for Portland in San Andreas.

 

(I am referring to the Liberty City mission in San Andreas)

I do believe there were to be a mission where CJ gave chase on a bike through the city, but took up too much space and therefore had to be removed.

Maybe theres a Liberty City Bank in Carcer City, the same reason that theres a Bank of Montreal here in Winnipeg. If you go around Liberty City, in Portland and Staunton Isle (not sure about Shoreside Vale, though), you'll see places called "Liberty City Bank." Maybe "Liberty City Bank" is just a branch name or something?

 

And maybe he was imprisoned in Liberty City instead of Carcer City because it was possible Liberty City's Police Department was able to answer the call faster than Carcer's PD. I don't think Carcer had a good anything if its supposed to be based on Detroit, so maybe they got aid from the LCPD during that point in time? Its possible.

The place isn't given a title (other than "Ghost Town") and it's not on the map of Liberty City either. The only use for it, like saintdave said, was in the intro.

 

There's a lot of interesting things in GTA3, like Love's Disappearance and the blocked tunnel on Shoreside Vale (which claims to lead "upstate" in LCS).

It is. If you haven't noticed, you can actually see where the tunnel ends just beyond the Ghost Town if you look past the floating town's road onto the hills.

 

But I think that what they're trying to say is that the tunnel leads upstate for the purpose and practicality of the GTA universe. Ghost Town isn't really a "part" of Liberty City anyway. It's just a studio for the opening cutscene of the game.

If this bank was exist, I think the first place it would be, is Bellevile Park... the first buildings on the street where's Callahan Bridge. When you're going from Portland by the Callahan Bridge and at the beggining of Staunton Island, some building at the left side. I mean the building that looks like an ancient Rome design. Design would be right, but it doesn't contain the backyards like in the intro, in which Claude was shot. Thinking about this backyards, you maybe right, maybe it would be Chinatown

I always presumed it was the bank in Chinatown. but then again, it does have an alleyway in the cutscene and not in the chinatown bank. but they both look really similar.

Same here. There is also a bank on Staunton, and I have thought that it is eather that or chinatowns bank.
