Scenery Flashing When Flying Around

Hello, when I play GTA-San Andreas, and I am flying around in a plane, every few seconds the entire scenery flashes white. I have tried turning down all of my graphics settings to minimum and it still flashes. I have tried the latest Ati drivers and the latest omega drivers, and it still happens. I have a Dell Inspiron 8500 with a 128mb Ati Radeon mobility Radeon Pro Turbo. Any insight of what I could do to correct this?
