San Fierro Missions: Cesar Villapando

Ive played all the missions in San Fierro. What should I do to make CJ recieve a call from Cesar Villapando for the Import/Export Mission. I learned that I have to wait for his call right after Toreno's call. I've saved two games. Is it that I have to finish the driving school missions so that I'll receive Cesar's call for the Import/Export Missions?

You get the call about import/export after Customs Fast Track. Customs fast track is the third mission for CV at Wang Cars.

To get The CV/Wang Cars missions you need to complete Ya Ka-Boom Boom & Back to School. You only need Bronze to pass the tests in Back to School.

Basically like what JAJ explained, you'll open the 4 steal cars missions for Cesar (one of which is Customs Fast Track for unlocking I/E) once you've passed Driving School and after completing Yay Ka-Boom Boom.

 

You'll receive a call from Toreno first (which will open the Desert missions but has nothing to do with the I/E mission), followed by Jethro's call (not Cesar) telling you about the showroom business; Wang Cars would then be up for sale, buy it and the aforementioned steal cars missions for Cesar would appear at the other end of Doherty garage.

 

Complete the third mission Customs Fast Track and afterwards a cutscene would inform you about the I/E.
