anyone who knows how to make this mod work

hey. i downloaded this http://www.gtaforums.com/index.php?showtopic=255102&st=60 eazy e mod and am having huge trouble trying to install the jericap file, which is all i basically want. i have V2 SA and have downgraded to V1, i can now place things in the gta3.img file without the thing crashing for example the jericap.dff so that definitely worked but it is still not showing up in the game. if anyone has had experience with this particular mod or know alot about modding in general your help would be very much appreciated. thank you
