Photo Ops don't register

I'm experiencing a weird glitch. When I take a picture of the photo ops, nothing happens and the stats still say 0 of 50 photo ops. Has anyone else had this problem? I haven't used any cheats on this save file, haven't modded anything. I just reinstalled the game yesterday but am still having the same problem. I believe I'm using version 1. I bought it in Germany in October 2005.

 

Also, this is more of a quirk and not a glitch, but sometimes after leaving the menu screen I hear a strange quick audio clip of someone saying (more loudly than the pedestrian) something like ,"Go CJ! Go CJ!" or something equally strange. Like an easter egg sort of thing.
