Sanandreas game is not small game.i can take minumum 5 months to complete 100%. so start a new game again for me is annowing. what a Unlucky I am.i have now no chance to get 100% because my fuccking save file has a buuuuuuuuuuuuuuuuuugggggggggggggg. so just needed to fix that bug but let see no one can fix it. I recommended this software because it can toggle on and off cheats that can only be toggled on in game (for example, the "riot mode", "crappy cars", "nice cars", "gangs everywhere"). I can't say if it can toggle off cheats that were entered without it. And if it can, I can't say if this will solve your properties problem. But you must give it a try.
