In which case, you'll need to set the compatibility mode of gta-sa.exe to Windows 98. Alternatively, Fire up SA, ALT+TAB out, hit CTRL+ALT+DEL to open up Task Manager, hit the Processes tab, right-click gta-sa.exe and set the affinity to just a single core - you'll need to un-tick one of the boxes.
