I didn't know you could attach those to a baggage You can attach pretty much anything to the Tug. Yeah, I find it weird too. The stairs aren't the only non-vehicle things I have found to explode. The trailers that beolong on the backs of the Semi's also explode if you shoot at them. Also, in the mission "Vertical Bird", those torpedoes/missiles explode in one shot. Actually, the stairs are listed in the Vehicle IDE's, meaning it is technically a technically a vehicle, hence it explodes when it receives enough damage. Good find though.
