need help, I wana make a blank map of Vice city

I need help, i wana make a blank map of vice city, just groung/grass, just people, cars but no buildings, no roads and no other things. Just like a Big empty city. I tried idekiller2 several times but failed. Plz help me how to do it.

If I remember right

 

it was basicly,

 

delete everything between tunnel.txd and baseball.ifp in the gta3.img

 

strip down the gta_vc.dat  like so..

 

 

 

#IDES IDE DATA\maps\generic.IDESPLASH loadsc2#COLS COLFILE 0 MODELS\COLL\GENERIC.COL# ZONIPL DATA\INFO.ZON#IPLSSPLASH loadsc3#IPLS go under here# paths and cull ipls under here

 

 

and use a stripped scm.

ok just tested it and its right, all you need to do after is go to data/maps and delete everything other than the generic.ide

I also tried this, but no use, Vice city stops loading at 20% and quits
