[SA] Weather Tool/Editor?

Hi there,

 

when i had GTA:SA installed +/- one year ago on my old PC, i found a tool were you could change the weather.

Not only the timesync, you could change the sky/ambient colors, and everything, with a nice graphical GUI.

 

Now i got my new PC (finally), and i was searching for that tool. The bad thing is that i cant remember the name, i did searches in Google like

"San Andreas Weather Tool Editor", searched all the pages but couldnt find it!

 

If anyone knows were to get it, or just knows the exact name, i would be very happy!

P.S.: It seems that the ultimate editor has such a function, well i downloaded the tool but there is no weather function, which version features it?
