I just think that I see helicopters in the sky. But where do I find a spare one?

There scattered at airports, you have to unlock airports before you can get one. I think, there may be others around the place though.

You find the flight school when you get to the third island, Las Venturas, it is one of the missions in the storyline. The airports look like big runways on your map, there is one on each island.

 

In the first island you can climb over the fence and get into the airport if you find an ambulance and get on it and climb over the fence. It is at the bottom of your map in Los Santos. You can fly two planes, the Dodo and the Shamal.

 

To get a helicopter at the start of the game you can go over to the second island and steal the helicopter there. It will be open, unlike all the other vehicles there. Be careful though, you get a Four Star Wanted Level for going over there.

You can also easily jump up to the roof of the Guard House and then drop into the field.

 

Take the DoDo and fly for about half of an hour to get your (early) Pilots License. That will allow you normal access to all the Air Fields.

 

When flying do not enter the airspace of the other islands until the bridges open or you will be shot down.

 

You will still need to complete Flying School at the 'proper' time.
