NPC Cars Spinning Around?! Rolling Roadblocks?!?

Hello, everyone;

 

I have had the PC version of GTA:SA for over a year now, and have been getting some weird glitches ever since I got my driving abilities maxed out.

 

For one thing, cars headed toward me will suddenly reverse direction, skew across my lane, and form roadblocks that wipe me out.

 

For another, it's pretty common to see two cars 'humping' each other, apparently b/c they spawned in the same space (typically intersections), until they explode.

 

At which point I get one or two Wanted stars if I am anywhere nearby...

 

I also sometimes see cars go whizzing by me at Warp III, we're talking near light speed--just a blur. They never crash into me, but with the NPC cars there are sometimes wrecks that light off huge fireballs...and more Wanted stars if I am in the vicinity.

 

I have not patched this game nor added any mods at all (it's the original version, presumably w/Hot Coffee stuff still in it somewhere) and have reinstalled twice, including once to a different machine.

 

As soon as I put my Player Save Files in, the screwiness starts up anew.

 

Can someone please help with this? Is this normal?
