It's basically right across from Phil's old place. It's the boat you acctually go to in that very same mission! Get on it with that ramp (Der), go around to the back, go up all the stairs, then look around on the very top. You should find a binocular pickup there. Oh, and your sig is much too big. if you see any red in the box, then it's too big and will be disabled soon. Disabled means you won't be able to put anything in it untill you fix it and request it to be re-enabled at the Sig Re-enable Request thread.
