Warezed copies of VC are available on the internet. To obtain one, a transfer of files must occur. This transfer time can be substantially decreased by removing some files considered 'non-essential' to gameplay - namely, the radio stations. As such, most widely-distributed warezed copies have the radio stations replaced by blank files barely a kB in size - a far cry from the cumulative ~500 MB the actual stations require. In a nutshell, 99.99% of "no radio" problems are due to the game being downloaded rather than purchased. That said, in compliance with the generally democratic nature* of GTAForums, I'll leave this topic open until mrockz can clarify the situation. Just in case he's that 0.01%. * No guarantees.
