On topic: Maybe the way to get the tank higher would be the same buttons to wheelie on a motorcycle on Vice City? Don't remember much about the PC version of GTA3, just a guess. Yes and No. Yes, cuz in game r helis but only models, thats why he can say helis r in game(its stupid thinking, but its freedom every1 can say wut he want..) And no cuz its no available as vehicle... It is impossible to get there with a Dodo, because the roof of the building is to damn high for the Dodo Its not too hight -> map boundaries limits...
