Changing spawn locations of cars

I would like to know if there is a way to change the spawn locations of different cars, the Skimmer specifically. I'm trying to make the airport look more lively by adding a airplanes/helicopters to it .... The only scm editor I could find is BW's Vice Mission Builder, and I have no idea what to change in order to get the above

Rather than changing spawn locations, just add em instead! Will require a new save game of course.
