The idea is that, like the Vice city cam hack, the cars have gears. With the vice city cam hack it just limits your speed at each gear. There's even a code provided that should work with both VC and SA (according to what's been posted in the thread). Not exactly sure how you couldn't find it when it has Manual gears in it's topic title, but anyway. You probably just didn't check your search parameters properly. Enjoy anyway .
