I know one thing for sure that it is capable of running resolutions higher than 800x600x32 ...... So try deleting the gta_sa.set file in ur GTA SanAndreas user files folder.... That will reset all settings(game automatically creates a new gta_sa.set file during next run) when u go into game the next time.... But I thought that maybe it is exclusively for people having 32mb graphics card as they have problems going to advanced video settings.... But I think that it'll work out for him too....... Fire up San Andreas as per usual, but instead of loading a saved game or starting a new one or whatever, changing the resolution should be the first thing you do.
