(San Andrea's (HELP) Walking Vehicles, and Weapons

I need to know what I must do to be able to make a vehicle that walks, and fires a weapon. I more specificly a flame thrower. Also can you tell me how to put weapons on a a regular vehicle as well or maybe use it as a upgrade. If some one could give me a walk through of both that would be awsome. I have a model ready for the walking vehicle, it's a walking Jacko-Lantern.
