do you consider this cheating?

The game doesn't count wanted level, health (including suicide) or armor or weapon cheats as cheating, although it displays stuff like Health Cheat in the top corner. It only counts cheats as when you mess around with the game's physics (slow/speed up the game, flying/swimming cars, people fight/have weapons/hate you etc.), random costumes or spawning cars.

 

Technically you can use the leavemealone cheat as much as you want and it won't care. And cheating is of course entirely up to you - I have had 100% completion using cheats, although it doesn't have the same appeal as doing the same without them.

 

You can also get rid of the cops and the FBI by shooting at their cars (driveby), unlike GTA3 where they're a pain in the a$$ and don't stop ramming you until they flip over or you go on fire and bail.

Seriously though even though you didn’t use it during a mission it still counts, maybe not to your completion stats but you used a cheat to make playing the game either easier or less of a challenge.
