Is there a cheat that would let me buy all the property on the map? How do I make it so I can walk in all the stores?

No, there is no cheat which allows you buy all the properties in the game. You can buy them as the game progresses.

 

However,during the initial cutscene of the game when CJ is picked up by Tenpenny and Pulaski, if you type the Jetpack cheat, all the interiors become enterable after the cutscene. However once you save, they will again be closed.

the stores dont locc up after u save...i still walk in ZIP and i haven't even gotten pass the 1st mission and i save and turn off my ps2 all the time and the stores are still unlocced

U got the point wrong mate..............

 

He's asking how to unlock all the properties ansd stores the quick way i.e before completing missions required to unlock remaining cities.......

The stores are always open from the beginning of the game .....

Only thing is that u get a 4 star wanted level for venturing into locked areas(cities)........

This has got nothing to do with stores getting locked and something like that.........
