To get the hunter, first you have to complete all the storyline missions.

 

Then you have to go here:

To use the bomb launcher press "O [circle]" while flying.

To use the cannons hold "[ ] [square] & X [Cross]" while flying.

 

PS: If you want the Tank, look for in the garage with an open door in the Army Base.

 

Have fun flying around and blowing stuff up.
