For minigun and rockets, rockets are unlocked in a Lance mission, and a few missions after that mission, you also unlock the minigun. Oh yeah, you can find the Sabre at this parking lot in Downtown near the construction site. You can take the Unique Jump at the construction site to go to it or there's 2 open entrances to it.
