Screen freezing momentarily

my problem is that when i play GTA:SA the screen freezes for a moment about every 2 seconds and it's very annoying, it doesn't matter if i set the minimum or maximum graphics settings, nothing helps, but sometimes the game works perfectly, it depends on whether the computer is having a good day or a bad day what do you think i can do about this?

 

 

and i'm playing on a Prestigio nobile 157 laptop with an ATI mobility radeon 9700 64MB graphics card, an intel pentium M 1.5 processor and 512 MB of RAM.

 

EDIT: and i have windows XP SP2

 

 

 

do you think i have a problem with the hardware or could i maybe download some fixes for GTA?
