The whole thing is more than likly a coincidence, the reason is you have to listion a bit more closer to what's being said in that audio file. The person is adressed as Seargent Pulaski, the Pulaski in San Andreas is a rookie officer that works with Tenpenny. Not as rookie as The other one but those who know what i'm talking about know what I mean. You don't go from Seargent to assistant officer in six years.
