Sonny sent him down there because Sonny felt like Tommy wanted revenge. Victor and Lance weren't new to the city. Like -DeMoN- said, Lance showed Tommy some parts of the city. Just like Paulie's Revue bar still being called Sex Club 7 in San Andreas's timeline (You can see it in the special feature dvd or whatever.) when it was still, supposedly, Paulie's Revue Bar.
