I think it was because around this time, Rockstar wasn't planning for the PSP. Just like Paulie's Revue bar still being called Sex Club 7 in San Andreas's timeline (You can see it in the special feature dvd or whatever.) when it was still, supposedly, Paulie's Revue Bar.

i think lance means that the city is starting to change even more i guess in 84 all the drug dealers were poor and hopeless then in 86 they were rich and propostorous,
