1st off, you woudl have better luck posting this in the "cheats/tricks" section.

 

but to answer your question...the hex editor uses siple screen shots to find cahnges in code. now, the siren only works of the police car, so right now, we can find the hex for turning it on and off while in a police car. but, placing it on another car would be the 3rd party editing, since you cant find the hex in the game on other vehicles other than ambulence, fire engine, and police car series.

 

 

SO, its probably possible if somoene wants to take the time, but as of right now there is not one...you can always search on cheatsync for it somoene may have posted something like it on there
