I doubt that. In GTA3 and LCS, you always start out in Portland which is the first island.

For him to be into crime and stuff he has to be a former Marine in VCS, I don't really think his marine status will have a big impact on the missions or story except maybe to have some connections(as in friends still marines) in infomration and possible weapons etc.

Id say if Victor is a marine he most likely knows Big Mitch Baker (who served in Vietnam) and Phil Cassidy (who says he's in the army but we dont know that for sure) these two characters will probably take big roles in the game.

hes not an ex-marine hes on leave going 2 serve in another base. but he might quite and still have accsess to fort baxter.
