if you get frustrated just blow em up. It depends whether they are or not, just leave and come back and try again.

Or get a pilot's license, that's the easiest way to unlock them. And if you do have one, do what eyeswideshut says.

Of course they get unlocked once you get a pilot's license, after you complete the mission Learning To fly. Once you have a license, all aircrafts would be unlocked, so no need to destroy them. Blowing up the locked planes and helis won't open them if you still don't have a pilot's license. That won't do any good at all.

 

There's one Maverick in SF airport that's always unlocked though, which you can find beside a row of hangars. Strangely too, with some careful doing you can tow a Rustler out of the airport using a tow truck but if you still don't have access to the hangar in LV, then it'll all be pointless doing so as you won't have a big enough garage to store and unlock it. In Los Santos there's an unlocked dodo and Shamal which you might want to use assuming you don't have a pilot's license yet and would like to fly around already.
