Tommy's Dad didn't work in the Vice City printworks, just a printworks. Probably the same one you blow up in LCS, going by Rockstar's tendency to link things together.

 

 

who ever said that you cant take missions from tommmy? i mean just because he is in jail doesnt mean sh*t

 

You see Tommy Vercetti come from the terminal at the airport at the beginning of Vice City, meaning he just arrived from a long distance. The scene before that with Sonny in Marco's Bistro implies he was arrested in Liberty City, and that "having him walk down the streets again will be bad for business". I would think he would be in jail somewhere near Liberty City. I think that Tommy would have had to have seen Sonny Forelli face to face to get his "mission" to go to Vice City.

 

Unless for some strange reason, Tommy spontaneously decided to phone some random person in Vice City (A City he has never been to or probably even thought about before*) from a jail in the North, and give them missions, I can't see him giving missions to you from jail.
