Blender is another good option for character modeling (VC character modeling anyway, not seen any SA in Blender yet). Anyway as for the actual modeling, poly modeling a new character is probably the best option, you could box model it but it'd be a very poly in-efficient model if you did. As for the bones and heirarchy set up, this is a pretty good picture tutorial on how to set it up. R.I.P.
